In an industry where it is more common than not to force ill people without insurance to continue working, even while contagious, it's not surprising.

Have a fever?  Not supposed to handle any food around any high-risk population.  Seniors and toddlers.  Fever, you pansy?  Get your ass to work at 4.

Diarrhea and vomiting?  Not to supposed to work any where on the premises, in any capacity.  Again, you're scheduled at 4.  If you don't show up, no more job.

This is why you see Norovirus so virulent on cruise ships.  Most cruise lines operate under Liberian flags, or out of any other flag the the US.  If they operated under our flag, they would have to follow US labor laws, safety laws and guidelines.  It's a whole lot cheaper to hire Indonesians and Filipinos as indentured servants.  Sick?  They don't care.  And the lesser cultural standards of sanitation only makes it even worse.

Uh, sure. I'll come right by and see the violence inherent in the system.

The convention center is owned and operated by the City of Baltimore, so the public-sector workforce will have many friends in the city government and state legislature. Besides that, let's see...Loading and unloading for anything you can't carry by yourself in one trip without using a hand-cart (and get it done in 20 minutes or less)? Teamsters. Signage, displays and so forth? Carpenters' union.(citation) Anything electrical? Yup, another union. You better not bring in so much as your power screwdriver from home, pal.

This kind of balkanized craziness is par for the course in big-city convention centers, especially the ones owned/operated by city governments. It's bad enough that the unions themselves would rather deal with private-sector ownership.

Baltimore's hardly the worst, though. The Javits Center in NYC is legendary for being an epic hassle. And San Francisco? Hoo boy: that's the aforementioned Teamsters, carpenters and electricians, plus the Decorators' union, the stagehands' union and the riggers' union.

As for this case in Baltimore, the subcontractor specifically for food comes up virtually spotless with one violation, for something that's tangential to food safety.

Four people out of 1500 got sick. No other conventions at the site have reported anybody getting sick...so the four Baltimore cases could have easily come from one genius conventioneer showing up with a budding case of norovirus he picked up on the plane ride.
