Not sure how someone doesn't notice their dog biting tires while on a walk. Even unchained there should have been some degree of awareness about what the dog was doing. If nothing else to make sure it wasn't going after people or into roads.

'This is why we usually don't walk her on her lead. She is such a lovely dog and very spirited.

Always, always, always walk your dog on a lead.  For their safety and yours.
