I use the Fire Station across the street's wifi to download tentacle porn, since they have faster service. You'd think they'd secure their connection. I mean yeah, they had WPA2, but it was a simple dictonary attack using Aircrack. So they obviously don't mind if people use it.

Yup. It works great but if you leave the city you're roaming or you don't get a signal at all. I'm totally ok with that for the price.

Unless Canada has unusually good public procurement policies, hiring a consultant to rate limit each bus to so many millibits per kilometre costs a lot more than pulling the plug.

not even. QOS each session .5 down /.5 up, If they're using Radius auths for the T&C's CP, max 2 1/2 hour session per device in 24 hour period.

It's almost like a non-profit that takes government money to subsidize the cost of the bus rides so everyone can afford to ride.  Like if the tax money used for the buses were ever cut wouldn't mean the buses would have to cut off the AC and heat, but stop running altogether if they don't raise the fares.  Do you really think the total cost of running the buses is covered by the little money put in the box?  I'm happy buses have improved to kneel for those who have trouble stepping up, ramps for wheel chairs, and bike racks on the front, which didn't exist on buses when I was a kid.  And I'm happy to pay a little extra in my property tax so those who can't afford cars, or a taxi can afford a bus ride to work, medical purposes, and whatever reason they need to get somewhere.  I'm not really wanting to pay extra tax money for wifi, so they may have to wait to get home.  Why, because I can't play with the internet while I'm driving, so they don't need it while traveling either.

By the sound of it (particularly the bandwidth overage costs), Saint John implemented an independent cell-based wifi router/hotspot *per bus* (it's unlikely they have extensive municipal wi-fi that would cover most bus routes - that's not a huge priority in most Canadian cities).  Cell data rates are relatively expensive in Canada generally, and most providers have data caps with large overage charges.  Cell providers in Canada tend to be jerks and it doesn't surprise me in the least that they won't give a municipality a break on these bandwidth costs.

Implementing a captive portal device with QoS rate limiting or another QoS solution *per bus* would tend to be cost prohibitive and possibly challenging to administer, so I can see their point about simply turning it off (although with most cell providers they would be locked into a contract, so odds are good they will still be paying something to the providers anyway - but probably less than they are now with all the overage charges).

This seems like a problem practically tailor-made for a medium-range wireless backhaul like WiMax. Are there really no companies providing turnkey WiMax base stations with receivers in buses? That turns an eternal payment to cell companies into an upfront bond issue followed by small maintenance costs.

CSB, but I just finished my work placement at the Canadian Urban Transit Association, where I had a direct line to the guy in the article. Shame that this didn't come out a few weeks ago, because snark aside, there are some pretty good suggestions on how to control bandwidth that I could show him.
