Oh, it's noteworthy, but it's not shocking or terrifying.

"Buzzing" a ship is dangerous, asinine, stupid, and would get a pilot punished if he did it to his own people.  Doing it to a foreign vessel is like having a large gang of Guidos standing outside of a neighborhood grocery store loudly making racist jokes that target the races of the people entering the store.  Not illegal, not directly threatening, yet clearly meant to threaten and intimidate.

Russia has been doing this occasionally for over a decade.  Not constantly, but they've been doing it off and on since by or before the War on Terror.  (I can't remember the first incident).  This is another incident in the continuing list of ways Russia is rattling sabers and being belligerent.  It should be filed and logged and used against Russia during diplomatic arguments.

Or too far forward.  But I'm pretty sure it's just an optical illusion from the angle and the straight lines made by the wings.  Like when you do that >--< vs. <--> trick.
