But he's right. It's important to keep Democrats in power, so they can appoint committee chairs, launch investigations, set the rules of the House or Senate, and generally resist the Borg-like party known as the GOP.

Yes he is right.

Has anyone ever said "You know what I am against what this politician is for but I am going to vote for him because he is more qualified"? Especially a legislature. Maybe some people would vote for president focused on who is the best qualified and not as much on their positions but a legislature, I doubt it.

I can totally see the reporter looking at his colleagues for help.  "Should I explain to this moron that all the things he just talked about as reasons why his qualifications don't matter ARE qualifications for the office?  Do I need to draw a picture?  Is he drunk?  He sort of sounds drunk."

Or maybe it's just an indicator of how corrupt Rangel is that he doesn't see ability to craft and move legislation, and to support and negotiate with the President, as qualifications for US Senate office. Clearly his ability to illegally leverage his public trust in return for personal benefit is more important.
