Well, it's pretty damned simple:

1.) Singular possessive noun or nouns with plurals that do not end in s - use 's (apostrophe s) regardless of what the last letter of the singular noun word or name is
ex. Joe's, cat's, sheep's, people's, Artemis's, Dawkins's etc.
2.) Plural possessive nouns with plurals that end in s - use s' (s apostrophe; by which I mean put an apostrophe on the final s; don't add one)
ex. cats', Hendersons',
3.) Do NOT use an s' on a singular noun or name ending in s. For example, "Richard Dawkins' cat" is wrong. "Richard Dawkins's cat" is right.
4.) NEVER use 's to make a word plural. 1920s, not 1920's. Ss, not S's (thought it might be better to spell that one out "esses" or phrase it differently, e.g. "uses of the letter s")

There. Done. End of discussion. Bring on the haters.

/also, if this woman's claims are correct, then her former supervisor needs to be punished to the fullest extent possible

FALSE

If it ends with s, you only use the apostrophe. If it ends in any other letter? Apostrophe s. Cold, dead, hands.

It's almost like the rules are completely made up and different groups can therefore end up disagreeing.

I had a publication get marked up for using the Oxford by some young nitwit they hired onto the communications staff. I wound up winning on using it as we use the U.S. government style guide, which calls for use of the Oxford comma.

Personally, I think the Oxford comma is entirely necessary.

"I live with Margaret, my sister and my wife" reads a bit differently than "I live with Margaret, my sister, and my wife."

As someone whose real last name ends in "ss", I agree.  Writng "ss's" would look silly.

The complaint spurred a Department of Education probe that effectively ended her six-year career in the city school system.
The investigation found Gaylardo and the teen had traded 1,000 text messages between February and March 2013.

is it common for a teacher to text a student 1000 times?

I thought sexual harassment in the workplace was an automatic no no? In any event, I myself have used text messages as evidence in work related issues.  Being harassed at home for work related things? Nope.

Got me a lot of face time with the big wigs in HR politely asking me not to sue.

/Nice to make HR people sweat a little.

Hilarious!  I was just teaching apostrophe rules.  I teach plural possessives to be an apostrophe after the noun.  So it would be The Joneses' house.  That is the only thing I teach for that type of apostrophe usage, though it may or may not be correct.

They should be allowed to choose whether to be part of a union. Especially a three-person union.
