They need to use the old shoplifter decoy trick.

You go shopping with an accomplice, whose job it is to attract the attention of the LP officers, eg, faking stuffing product into pockets and bags. When the LP guy's attention is focused on nabbing the decoy, the REAL shoplifter pockets the loot and just walks out past the LP guys trying to shake down the decoy, who is probably making a huge fuss. Of course, they find nothing on the decoy and have to let him/her go, but by then the real shoplifter is already away clear and free,.

LP agents don't stop people unless they are 1,000% certain they have stolen merchandise on them. Falsely stopping someone opens the establishment to hefty public humiliation and wrongful detainment lawsuits and such and isn't worth the price of a whole cart full of makeup.

1) LP won't stop someone unless they watched every step between walking in, selecting item, hiding item, skipping cash, and not walking out. Liability issues if they're wrong.

2) blaming it on the 12 year old wasn't the worst idea ever. 12 year old wouldn't get a record or any more than a "bad dog"

3) If they were stealing printer ink or razor blades, all the power to them.
