When all we farking see is farking Crossroads GPS ads on our tvs/radios for months, if not years, before an election, we're gonna notice them a bit more. When we notice them more, we start to scrutinize their donations. When we scrutinize their donations, we piss off Republicans. Not true. Members of the Executive Branch have been held in contempt of Congress. Holder was in 2012; Miers and Bolten in 2008; and a pair of EPA officials in 1982-83.

Someone exercising their 5th Amendment rights is a jailable offense? If you do want to compel testimony, all you have to do is offer use immunity. If she does reveal something blatantly illegal in her testimony then you can approach charges based on the evidence you have otherwise. Saying "They claimed they weren't guilty! That requires a waiver of their Fifth Amendment rights!" is such a ridiculous argument to make I'm surprised anyone takes it seriously.

The House Sergeant at Arms is a sworn (if oddly) officer. In the exercise of the inherent contempt power, Congress can release a defendant to the custody of his or her lawyer, maintain custody in a room in the Capitol, or use the Capitol Police off-site holding cell. They could also refer it to the courts, in which case the Department of Justice would be required by law to exercise the law, and likely would.

Congress does have the power to do this; Jurey v. MacCracken made that abundantly clear. Good luck if they do that; there would be billboards, ads, and people screaming in the streets about the House taking political prisoners. It would piss off pretty much everyone except the libertarians.

If they gave a shiat about finding out what happened they would offer her immunity for her testimony.

Of course they know the reason the report found the IRS had targeted conservative groups is because they specifically instructed the investigators to only look at targeting of conservative groups and not to report on similar targeting of liberal groups, so the whole purpose of this travesty of a mockery of a sham of a travesty is to rile up the base ahead of 2014, which would be jeopardized frank, open an honest discussion.

The problem is that when she first appeared, instead of pleading the fifth, she decided to make a statement instead, thereby implicitly waiving her right to plead the fifth.  You don't get to grandstand and then plead the fifth in congress without some sort of retribution.
