Not deaf, and not a public earphone wearer, but just the other day a Nissan leaf seeming appeared out of nowhere in a walmart parking lot and gave me a good scare.

I think this is a good thing.

Yeah, when the car makes so little noise that the loudest sound is that of the turning wheels contacting pavement maybe it's time to talk about additional noise generation for safety reasons.

I look around all the time and don't recall being surprised by electric vehicles myself, but surely you can imagine some people (e.g. children, the elderly) requiring a little more notice...

 I put one of those Stebel electric air horns on my motorcycle, and when someone cuts in front of me, whether a car or not, I just give them a blast. Lot louder than a fire truck, no matter how loud their car stereo is, or if they're wearing headphones, It scares the Shiat out of them all.Only had to use it a few times, but it's worth it.

Good call on the Jetsons sound, subby; me too. That, or, a turbine jet noise.  In the future, we will buy and trade sound files for our cars like we do ring tones for phones today.

Good idea at low speeds around possible blind people (or people who are unaware of their surroundings). But my idea is to get a speaker and play the sounds from an ice cream truck. (just joking here)

No! No it's not!  A thousand times no!  Quiet electric cars, if they become commonplace, have the potential to be among the best innovations to improve the quality of urban life since mayors discovered that "jail the criminals" helped.

If you really want to go all regulatory, fit the cars with a bluetooth or wifi emitter and allow deaf people and others who want it to download a proximity warning app to their phones.

Don't have a million cars crawling down Broadway or up Madison going beepbeepbeep.  Just don't.

The world is going insane.  First they complain about the cars being too loud, now it is for being too quiet.  There is no vehicle that is absolutely quiet, the problem is ambient noise.  If they could get the rest of the world to shut up there would be no problem.

Modern internal combustion cars are so quiet that you can sneak up on someone who isn't paying attention to your direction. Engines and exhausts are getting very, very quiet. I'm all for forcing advanced in technology in the same of safety, but this is unnecessary. Electric motors do make a very specific, non background (meaning that it actually will catch your attention) noise. Besides, we already have an on demand alert noise; the horn.

FTFA:  Parliament also wants to start lowering conventional engine noise levels as soon as July 2016

So, make IC cars even quieter but make EV cars nosier. So they have some sort of decibel range that they are trying to stay within or are they just going for extra derp?

My first electric vehicle will probably be a motorcycle like the Brammo. If I end up with a car with a synthesized sound the first thing I'll look into doing is removing the speaker for it. I'm sure the modding community will find a way in short time.

Guess it's time to revive some of those old red flag laws.  And, if you startle a pedestrian with your electric vehicle, you must immediately disassemble your vehicle and hide it behind a shrubbery until the pedestrian is pacified.

I was recently reading about laws at the dawn of the automobile age. So as not to spook the horse coming the other way, automobile drivers were required to pull over off the road, and cover their auto with sticks and leaves. If none were available, then you were expected to disassemble your vehicle, and scatter the parts. At 4 ways, a driver was expected to stop, look about, exit the vehicle, shout, and finally, fire a pistol in the air. Maybe we could just fire pistols to alert folks.
