In one of the ST:TNG episodes, I think that Riker states that it would be dumb for Picard to go beam down on the planet as he's the freaking Captain. But Picard still beams down to the planet. And in another episode, Picard beams down to a planet in a mission that turns out to be a Cardassian trap to capture Picard so they can mess with his mind. The reason they give is that Picard saw some Cardassian energy weapon or something a long time ago, so he has to beam down, despite there being an entire Federation scientific group devoted to that particular weapon.The only logical explanation is that the shows revolve around the senior leadership. If they followed strict military-style logic, they would stay behind on the ship giving orders. And the show would have tanked a long time ago had that happened.
