There may very well be distribution issues in the area that are interfering with day to day operations. That'd be my guess. Otherwise, why close there and not mainland Russia?  (I know, now Russia is all offended and calling for them to close restaurants there, but that may just be out of ignorance.)

It's possible that somewhere in their established supply chain one or more of the Russian business people who've been sanctioned by the US has a connection.  No Americans or American companies are allowed to do business with anyone on that list.

McDonald's is not a particularly popular brand of fast food in Russia. I see KFC a lot more often than McDonald's, and, of course, lots of local fast foods. Kirov, in particular, have a very developed network of local Danars (http://danar.ru/)

No, of course not. But they are perfectly willing to provide them with relocation funds to Nowhere, NearCrimeaButInUkraine, where local McDonalds have problems with managers.

And, of course, those who man the counter are hardly a proper staff, they don't count. Only managers do.
