So there were, "one foot tide fluctuations", and "Such tides were unlikely to damage boats in the harbor."

An article had to be written about this?  Sounds like there were a few harrowing seconds, down at the harbor.  "Confound it, why weren't we warned!  My martini was sloshed about!"
