It's not supposed to go through the mail. If he just kept disposing of it rather than bringing it to police attention, it'd be harder to convince them that it wasn't him and he wasn't using it.

They weren't mailing it to him. His address was the return address and it was returned for insufficient postage. Whoever was mailing it was setting him up to take the fall if it was intercepted, he was not being sent pot on purpose.

someone i know (ahem) sent w33d to themselves in the UK from amsterdam. on the package they put the correct address but used the name of their ex boytfriend, who had recently moved out. foolproof... if anything went wrong he could prove he'd been nowhere near amsterdam, plus he didnt even live at the address anymore.

Mailing pot is one of the riskiest drugs to mail. For starters, always use USPS; UPS, FedEx, DHL, etc. are private companies and do not require warrants to open any suspicious package, and there are dogs. USPS has the dogs as well, but they're more random and only used when customs feels like doing their inspections. Next, be sure that your green contraband is triple vacuum-sealed with smell-proof bags, then make the package stealthy and as innocuous as possible; wrap it real good, maybe hide it inside something, then slap on a fake shipping label of eBay, Amazon, etc.

Oh, I almost forgot: never, EVER use someone else's name or an alias; it's likely that your mail knows names on your street, for one, and for two, you may have the possibility of a redirect. Bad juju. Man up, use real names, and if you feel like you're on the receiving end of a controlled delivery from the police in disguise, write "return to sender" in red ink, leave it on a table or something by your front door and don't touch it for a few days.

In response, I've met people in the US dumb enough to have inept dealers send them product, one national, two international, all were caught, but one at least knew what to do and never received any charges. Also, make sure it's something you don't have to sign for; in a controlled delivery, the officer will more than likely try to make you sign for the package. That is considered an admission of guilt, and that you were expecting the package.

FTFA: the Seattle Police Department reminded Washingtonians that while adult possession of small quantities of marijuana is now legal in the state, sending it through the federally run mail system is not.

It seems the Postal service is a government entity when it suits the government, otherwise it's a private business; albeit, one allowed to 'acquire property' under Eminent Domain and partially taxpayer supported.

Allegedly, you can infuse a variety of things into VG, I hear. They say all you need to do is put a bit of the material, oil or simply ground, into a mason jar with a wee bit of the VG, and heat it on a double boiler as if you were canning produce. After some time, not sure exactly how long, the pressure will have infused it into the VG, at this point, I've been told you can simply strain out any solid leftovers, and have your finished product.

It's in Washington, couldn't he just give it to somebody.  No need to even call the police.  It's legal and basically amounts to junk mail at that point.
