Yeah, .338 Lapua ain't cheap. Here's the first result I pulled up on Google:

About $5/rd is what I usually see in the stores. When I started shooting LR rifles I had to make a choice between my top three calibers: .308 Winchester, .300 WinMag, or .338 Lapua. I ended up with .308 in very, very large part because of cost. Just getting good and familiar with a platform chambered in .338 is freaking phenomenally expensive.

For shiats and giggles, it's fun to look into other cartridges designed for these sorts of applications. For instance, we have the .416 Barrett and .408 Chey Tac, both created for engagements past 2,000 meters. That's some serious shooting.

Detonators aren't large. Even with a scope you won't really be picking it out at 1,500 yards. It's also possible the guy just flinched/spasmed from being hit by a lethal bullet. A headshot, fir example.

The article stated the bullet hit the switch. If it was some variant of a deadman, disrupting it might have set off the detonator.

As TFA explained, the sniper shot the detonator (and the vest wearer). He got really lucky that it exploded.
