I'm not entirely sure that the Russian troops are on the border to continue an invasion of Ukraine. (Although these could be used for that). But these also make for a good bargaining chip. They can position troops they have no real intention of using to invade and then they later remove them as a show of goodwill or to get an actual concession to reduce potential sanctions. So they create the problem by deploying the troops and then get to make a concession when they want to remove them and in reality have given up nothing.

Amusingly enough the Crimean Tatars, who are a bit like the native Americas in this little Drama in that there were living happily in Crimea BEFORE Russia, much less Ukraine existed,   have now decided that they are going to hold a referendum and declare their part of Crimea to be its own independent nation.  I expect Putin will smile and send Polonium to the whacky little scamps who organized this

Yeah, he's such a joke that Russia has spent the last month trying to scare Ukraine into acquiescence with military exercises along its borders rather than invading and getting hit with total economic isolation. He's such a joke that the Germans, who have been helping the Russians screw over Eastern Europe since Yeltsin(really for far longer, but we don't need too much of a history lesson here) are telling Putin "Seriously, back off".  He's such a joke that Russia's already started drawing down its force numbers.

And where, exactly, do you expect Obama to get ~100k more trained US soldiers from to challenge Russia's buildup anyway? At this point, he can either pull everyone we have left in Afghanistan and Iraq out and redeploy them to Ukraine's neighbors with no plan or ready logistic-chain(repeating Shrub's moronic blunders during the invasion of Iraq), revoke the leave of every US soldier on standby and force them into extra tours while also threatening retireds to get re-up(more stupid, hard-hearted policies much loved by the Bush administration), start some ridiculous draft to impress and train more soldiers in case this turns into a shooting war, or try to hire a private mercenary army wholesale. And all of these would be things he'd be doing in response to what? The possibility that Ukraine might turn into a war? We should put our vets through even more shiat, abandon established foreign policy goals, start up one of the most reviled policies in US history, or privatize a big chunk of our military force for the sake of the possibility of a Russian invasion of Ukraine? When sanctions and the threat of harsher ones is already delaying Putin's plans? And how, exactly, would committing such a spectacular string of schizophrenic policy changes send the message that the US is a reliable, trustworthy ally?

This right here is why Obama is president, and you're some asshole nobody on the internet with no say over national policy. He is smart, he understands the importance of dedicated, persistent, calm yet firm action in the face of stupid aggression, he has a clear idea of what US interests are, of what we not only are willing but also able to do in both the long and short term, are and he is communicating our interests and intentions clearly and without tremor to both our allies and the dangerous imperial revisionists running Moscow right now. You, on the other hand, are an idiot.

Obama has done and is continuing to do exactly what he needs to; build international opposition to Russia's actions, take advantage of the rift the seizing of Crimea has made with Putin's staunch clients in Central Asia, play on Putin's insecurity regarding China's reliability as an ally and the vulnerability of Russian East, stymie Putin's current plans in Eastern Europe, and generally play for time through diplomatic channels while we marshal our scattered forces and bolster our European partners both in NATO and outside it. Given how our entire military has basically been retooled from fighting large-scale combat with Nation-States to small-scale suppression/policing deployments against generalized, non-State aggression, what practical use would redeploying our infantry regiments immediately and without retooling and retraining into one of the world's most perfect tank-battle regions be anyway?
