It's an old, long, windy, and extremely boring-ass story from High Times that you'd have to be so high you're about to hit the THC toxic limit to actually find interesting.  Some random in-joke that got exposed to a national audience and picked up because stoners usually have nothing better to do than come up with more names for stuff that already has plenty of names.

The Taco Bell Ceo CLEARLY knows what 420 is because at one point during the AMA he claimed Taco Bell's profits were up "420%" in Colorado since legalization

and way to miss the best line of the chat:  A Canadian Redditor asked him when they would be getting the breakfast menu and he said "when you all take Justin Beiber back"

Taco Bell ain't that bad. Granted, it's not as good as a lot of the more authentic Mexican restaurants, but the food isn't bad. Especially if you live someplace that doesn't have authentic Mexican places. Vegas has an abundance of good local Mexican eateries though, so I don't go to the Bell very much any more...

Yeah, good farking luck with that.  I used to work at McD's.  Breakfast was always slow compared to lunch and dinner.  Because people have to get to work.  They're often running late and rarely have an extra 10-15 minutes to hit he drive-thru, let alone sit down and eat a relaxed meal.

Well, I guess they did say  help double revenue.  A 5% bump would help.

If I want a chili cheese burrito that can't pass for chili, for cheese, or for a burrito then Taco Bell is where it's at!

If I want Mexican food, It's El Jaripeo, Los Tres Caminos, or my favorite Los Reyes.  I'm pretty sure all 3 have at least a few authentic Mexicans doing the cooking.  (legal or not, I don't care)
