From his website:  The new chapter is actually an old chapter.  But no, it's not one I've published or posted before, and I don't even think I've read it at a con (could be wrong there, I've done readings at so many cons, it all tends to blur together).  So it's new in that it is material that no one but my editors (well, and Parris, and David and Dan, and a few others) have ever seen before, but it's old in that it was written a long time ago, predating any of the samples that you have seen.  The first draft was, at any rate.  I've rewritten it a dozen times since then.

So... no. Not a new chapter.

I almost made a joke about this to my friends that were flipping out about the release, and I hadn't even heard a single descriptor of the content. I just assumed.

I don't read his books, that being a major reason why. Every time I reconsider whether to get involved I read a character description on Wiki it eventually turns to "raped", "was raped", "was forced to rape" and I'm like no thanks I'll pass.

Not reading it. It's the entire book or nothing. Thankfully, GRRM's snail-like pace has killed a lot of my enthusiasm for the series. I mean, I'll get WoW when it comes out, but I'm not nearly as excited as I was when I first read the books like eight ago.

See, the impression I get is that he doesn't really give two shiats about the novels. He's in 'got mine, fark off' staging, where he wants to run around and do shows and games and podcasts and all this other new and interesting stuff, and he can, because everyone wants him.

It was still good, though.

The real reason it'll take until 2031 is that Martin will spend half the next book on the battles of Mereen and Winterfell, realize only a week has passed in universe so he will need another book to complete the story.

HBO doesn't have a choice. Just a couple of weeks after the season finale airs, they have to start mapping out the next season, and after next year, they are not going to have any more material to draw from (since they're planning to condense the hell out of the last 2 books)

With as big of a production as GOT is, they don't have time to wait for GRRM anymore. At this point, I wouldn't doubt it if HBO already had writers working on finishing the story.

It's in the contract that if HBO catches up with his released content, they have the right to continue on without his input.  In order to get the contract, he had to turn over a rough outline on how the stories would progress and eventually finish and HBO is obligated to go by that rough outline.

Given that the last book took him years and almost slipped past mediocre and into actively bad, I'm not really getting my hopes up.

I mean, not only have I stopped really waiting on the book, I'm a bit on the fence about whether I'll bother buying it even when it comes out.  Padding the last book to where 80% of it were "new" POV characters whose stories didn't actually add anything to the plot (some of them would have even been massively  better as something that happened off-screen and showed up as a complication later, e.g. the Greyjoy fleet sailing across the ocean) pretty thoroughly lost me.  The dude doesn't appear to know how to actually use PoV as a writing technique, the whole point is  partial knowledge.  Since that's like writing 101 (and none of his other work is any good) I'm pretty much writing the first couple books being great as a fluke and just going back to waiting for the next Dresden Files novel to come out.

Pat Rothfuss caught epicitis so bad, though.

It went from Kvothe who solved his problems with skill and hard work to Kvothe the super lucky master musician who was tasked by the goddess of sex itself to make love to mortal women and always has a deus ex or three up his sleeves in just two books. At least the Dresden Files took several installments to go that route, and Harry himself hasn't really changed, just the setting.
