But seriously, a largely ice-free Arctic would have several significant effects. One of the primary ones is resource extraction, and I think it's pretty obvious that anyone who can get in on that would do so.

Resource extraction is small potatoes.   an ice free arctic means there is finally a REAL Northwest Passage, and if you understand how shipping routes work and the concept of the "great circle route", whoever control shipping in the arctic has gained a giant goldmine

I think international waters starts at 12 miles, but up to 200 miles is an 'exclusive economic zone'. But I may be wrong.

You're correct, but TFA points out there's an international agreement among the countries that border the Arctic to divvy up the part outside the 200-mile limit. Russia's in that club, and there's worry they might stop following the rules.
