Part of Obama's problems appear to be related to foreign policy: The poll shows Americans disapprove of his handling of the situation in Ukraine 57-40 and disapprove of how he handles relationships with other countries 58-40.

Oh they answered that question in the survey, with 45% saying the current sanctions 'about right' and another 10% actually saying they were too strong. 55% of the country thought the sanctions were either about right or too strong.

Then they were asked these questions:

Expanding sanctions against Russia so that they target the Russian economy, including its energy businesses 
Support - 47%
Neither Support nor Oppose - 37%
Oppose - 14%
Refused - 3%

Taking military action against Russia to prevent it from annexing other areas

If you look at the poll results linked from the article, the no opinion response rate is near 1%. Numbers may not add to 100% due to rounding error.

Obviously this is mostly partisan driven, not policy driven. Only 3% don't have an opinion on his handling of Ukraine. The split is the same as general approval. But skip forward to question RUS1 where the question is rephrased as too strong / about right / not strong enough. More people think his response is about right than have a favorable opinion of his response. 5% instead of 3% say they don't know. That's the result of changing the question from "do you like?" to "what would you do instead?"

I would like to see a question, do you intend to vote for or against Obama in 2016?

Aside from the Russia sanctions, I can't actually think of anything he's really done recently that would give me a strong opinion of him one way or the other. The ACA stuff from the end of 2013 is just the culmination of what he did years ago and people only reacted to it because they didn't bother to think about it until it happened.

But, then, I've never thought Americans were all that bright when it comes to things like this. Even when they hated Bush it never really seemed like they knew exactly why. Mostly over Iraq even though they were probably the same respondents giving an approving nod to the invasion to begin with. They loved him, then they hated him. In both cases, pretty much just "because reasons".

If you look at the individual policy questions, most of the country agrees with Obama's policy stances. Similar to "Obamacare" vs. ACA provisions polling, this more "Obama bad for reasons and such as."
