When I was a kid, I had a paper route.  One summer we went on vacation and I needed someone to fill in for me.  I didn't have time to show them, so the day before I left I delivered with a buddy of mine, and I used white spray paint to put a mark on the road in front of every mailbox and house that got a paper.  My buddy filled in for me the next week and no one missed a delivery.

I forgot about it until a month later when my mom asked me if I knew anything about the white marks on the street.  Turns out a lot of people noticed them and started calling the police, thinking they were being set up for a robbery.  They thought I was a gang getting ready for a crime spree and this had my entire neighborhood fearing for their lives and possessions.

So, I'm guessing it's something innocent like that, or a tagger with a refined sense of what's "art".

The Templar are based in London, and are constant rivals of the Illuminati.  Therefore the symbol is an Illuminati symbol of some sort that invokes a magic ward against London to prevent them from churning out holy warriors.

They also used another one that I always thought was a Russian character. I put it on a lot of my notebooks and junk. I hope it means 'mass hobo graveyard in basement.' It looks like this:
