Given the amount of travel Mr. Carter does to hostile nations, I certainly HOPE they are monitoring his communications. For his safety, if nothing else.

Jimmy Carter practically conducts his own (quite successful) foreign policy. I would say there's quite a good chance they specifically monitor his phone calls. I mean, aside from the meta data they collect on EVERYONE.

They probably started monitoring him while Clinton was still President.  Carter took it upon himself to start negoiations in the name of the US without the Clinton's knowledge or approval (North Korea, Haiti, middle east).  At some point he was caught lying to the State Department about his travel plans.

No kidding. He also engages with the Israel/Palistine issue very heavily, and takes a position very different from the official US line on it. There is absolutely no doubt in my mind that they've got an eye on him beyond just the metadata screening everybody else gets.

So the guy who regularly talks with foreign leaders and civil society groups with the aim of influencing them on some of the most important foreign policies of the day, travels to all sorts of interesting places, and is still entitled to a security clearance only 4 other people alive have? Clinton knew about North Korea, at the very least. I have... a very hard time thinking of him as a "loose cannon," actually.

But yeah, he's an ex-President with diplomatic ties extending beyond his Presidency. Of course he's being monitored.
