If you look at it in a twisted business sense there is some logic to keeping people without healthcare. If a uninsured person has a disease but no means to pay for treatment they can commit a crime and become a ward of the state and with private prisons being the rage in said states it gives a boost to the local private prison company and politician can point to an increase in crime to keep spending on "public safety" instead of public good.

Maybe, just maybe, the governor might be able to find a connection between low wages, no job protection, poverty, and his amazingly high number of "disabled" adults.

These individuals would have been newly-eligible for Medicaid had their state chosen to expand coverage. More than a fifth of people in the coverage gap reside in Texas, which has both a large uninsured population and very limited Medicaid eligibility (Figure 4).

Maybe they're trying to narrow it down to the people able to both survive without health care until they're disabled because their health is so poor, and are also then strong enough to get through the process of applying for disability while disabled and without access to healthcare.

God I hate Pa state government.  I know Corbett will be gone next year, but Pa went 52-47 for Obama in 2012, but the senate is 27-23 in favor of the GOP and the House is 111-92 in favor of the GOP.  I don't know if we'll flip the General Assembly and I doubt flipping the governor's office will be enough to expand medicaid here.
