I know where this happened.  The only reason they're not running the red light cameras anymore is because they got caught running it as a scam.  Bribes, light timing, and less than accurate analysis of the photos were all involved.

Part of the service you buy from a camera company is billing and collection with no police involvement. In Missouri some letters said mail a check to Arizona or be arrested.

I think something like half the calls on my landline are some sort of scam.

Most recently, there's a guy who keeps calling from the "Department of Legal Affairs" spouting something that sounds sort of like lawyer talk but doesn't make any damn sense.  I'm also not sure how he's going to make money off me since the return voicemail box is always full.

I picked up the last time he called and told him to stop calling me.  He said I was rude and apparently issued a warrant for my arrest.  The Sheriff's Police were supposed to stop by on Friday morning, but I haven't seen them yet.

For the record, it's also not very convincing that the US Treasury would use a Magic Jack number with a greeting in broken accented English.

I got a good call a month or so ago. It was about 5 am I was just waking up and my cell rang. I thought it was my boss telling me about a weather delay at work. But nope it was a "special agent" from the Federal Security Agency (FSA) and I never heard of it. He went on some spiel about how the patriot act has given them broad sweeping powers to, and thats where I hung up. The persistant fark called back 4 times, by the last call I looked up his number online it was a personal cell phone. After he got dne calling I got a call from what looked like a toll free number. I passed on it but they left a voicemail. It was a girl she didnt leave her name but she knew mine and said she was in a jam and I needed to get a hold of one of the guys at that pentagon place I worked at, never worked there but went there for work related stuff. I'm thinking it was like that grandparent scam when the scammers call and pretend to be a grandkid.

That sounds pretty targeted.  Except for some mortgage-related calls, everything I get seems to be just fishing, although the Department of Legal Affairs guy did know my name.

How would they know you had any Pentagon involvement, or were they just guessing based on your area code?

Thats what I'm guessing and I havent been to the Pentagon in about 3 years but still live in the area. I rpobably would have messed with them on the phone if I wansent so cranky from being woken up. But I guess that is how they get you when you are groggy and disorientated.

I'll give a pass on this one.  Most people are terrified of authority and if the person is convincing I can see people not acting rationally out of fear.

I don't.  Even if you get a fine in the mail, you can check to see where the address leads you if you want to question the authenticity of the document.  If it's a P.O. box, it's likely fake.

Every real parking ticket I've ever received leads to a P.O. Box.

In fact, the City of Berkeley used to hand out tickets in envelopes with an invalid address.  My initial payment was returned to sender, and it wasn't until I got the courtesy notice in the mail that I could send it to the correct P.O. Box.
