I'm more wondering how 120 uniforms can cost $47,000.

$391 per.

I know band uniforms get passed on and have to be relatively sturdy blah blah blah.  $47,000?  Damn.

That sounds about right, actually.  These things are reused for many years there after.

It's less than a quality business suit.

Also, you'll have the pants (probably with suspenders), the coat, and the hat at a minimum.  Shoes too, maybe.  Plus custom stitching with the school name and/or logo on (possibly) everything.

Maybe these uniforms are for the current preschool class.

These uniforms are typically designed to last between 10 and 15 years.  Furthermore, they're used in a highly mobile environment, get plenty of wear and tear, and have some warranty guarantees built in to the per-unit cost.

The shako (band hat) alone typically costs about $50.  At $391/uniform, this school is getting off cheaply, and isn't getting many, if any, bells and whistles added to the uniform.   Let's see you get 12 years out of a suit that you wear outdoors, in many types of weather, at football games, and other events (parades, community rallies, etc) totaling between 15-20 wears per year.  This of course also assumes they don't use these uniforms for concerts or indoor competition either, which would add another 4-8 performances.

It's a pretty reasonable cost, all told, if you math it out.  Say (average) 20 wears per year times a minimum of 10 years, that's 200 uses out of the uniform.  That's less than $2 per event per student to have them in uniform.

I was thinking fall semester 2015. Maybe it was supposed to be 120-150 days, but who the hell would ever phrase a time period in that manner?

Eh.  I guess that makes sense.

I did one year of marching band then ditched it for cross country, where we wore uniforms 20 years old and bought our own shoes.  Good times.

It was probably 4-5 months and they multiplied by 30 to get days for some editorial reason but forgot to change the word months to days.

Yup.  Band uniforms last forever.  The ones we wore back in the 80s dated from the Kennedy administration.

There was a time conservative meant fiscal conservative but now it's mostly a knee jerk "All spending bad!  Oog!" mindlessness.  This is especially true in education matters.  About 12 years ago, my town opted to "save money" by renting portable classrooms instead of building an addition onto the Middle School.  We're still renting them today.  About a year and a half ago, the accumulated rent paid exceeded the cost of the proposed addition from 12 years ago.  Why yes, I live in a town run by conservatives who are "tough on spending."
