Arguably its not even a loophole at this point. The old rules said if you received heating money from the State that you qualified for food stamps, so some states gave people only $1 in heating aid (essentially finding a loophole), to get people on food stamps. So they upped the amount, figuring that States needed to provide an actual amount to people $20 is a decent amount of money from the States, so the Feds are matching this contribution essentially.  The argument now is that you didn't set the threshold high enough?? so what threshold do you feel is fair? If a $40 threshold won't pass house/senate/president, you can't complain that your $20 threshold is "cheating" its just not as high as you want.

Mean in spirit. How many F35s can you buy with those savings? I mean, sure as hell the money wouldn't be used to lower the deficit in a GOP admin. They'd just say it was a trivial reduction, and pass it on to their wealthy masters. These people aren't even pretending to represent the majority of Americans anymore.

Some countries get around this whole $X for this and $Y dollars for this by giving poor people a lump some of money to spend as the see fit.  Human dignity and all.

Soup kitchens and shelters are to keep people from starving or freezing to death.  The idea behind welfare is to help people retain some human dignity, get back on their feet and generally remain part of society.

US acts like a third world country sometimes.
