You're going to have to get a foreigner into the country period first. Japan is xenophobic enough to make this a serious problem. How many Gaijin do you think work at this plant?

So you need to get your terrorists inside the plant, then back out again with the plutonium, which is rather heavy even without protective shielding. Hope you brought heavy equipment.

Since it's an island nation, you then have to get it into a boat or an airplane.

Oh, and if you get found out during this process, this Helpful young lady will cheerfully escort you to the next mortal coil.

Japan should develop a nuclear weapons capability to offset the Chinese military threat. It is not like you can actually trust the U.S. or international community to stand by any agreements or treaties with anything other than strongly worded letters.

If I were Poland or the Czech Republic I would also look to acquiring nukes. You have to look out for yourself.

I read once that Japan, because of their technical expertise and nuclear industry, could start a weapons program and produce a nuclear bomb in about six months.


I bet about now the Ukraine is wishing it had kept some of those1,900 nukes it had when the Soviet Union broke up.

Well, we were amongst the ones pressuring them to give them up, and for good reasons. In reality, they would have 1,875 nukes by now...

Unfortunately, I'd have to agree that this is the most prudent move for them.
US security promises aren't worth what they used to be. If you don't own the weapons for yourself then you're practically disarmed in the face of the enemy.

There's also the energy benefits to consider.
Even after Fukushima, Nuclear is still one of the least dangerous and environmentally friendly ways to power a metropolis. Lots of nations will invest in it as fuel prices keep getting out of hand (thanks in no part to the very same Russia, China).

Having a reserve makes perfect sense.

You do realize that Japan cannot raise an army ever since we nuked them twice?

/They have a self defense force since World War 2

Couldn't they just bring out small amounts of plutonium over a long period of time? They don't have to bring out a tonne of it all at once; it's just sitting there, unguarded.
