The 'crack open a cold one' line was used in the first season of Dexter. But maybe it's not unique to Dexter. Maybe it's a common joke shared between people who are around dead bodies a lot.

That joke is way older than that show, there's is also it's male counterpart, suck down a cold one. Both have been around since at least the 70s (that's when I first heard them).

I doubt he was demoted for that alone, he probably had a history of poor decisions.  Ratting out someone for something so trivial?  If he did it this time, he has probably done it before and nobody wants a guy like that around.

Sometimes local departments will have SWAT work as patrol officers with extra skills, and keep the SWAT gear in the trunk, especially if it makes no sense for a dedicated team to always be training just waiting for a SWAT situation.
