This guy sounds like a pretty good dude, I don't know if I'd go so far to recommend the hero tag, but I do truly appreciate people who have jobs like this and aren't assholes about it.

He could be slapping fines on people left and right, but he's not, he genuinely tries to work with them and uses the fines as a last resort.

Good job, sir. and I wish there were more people like you, using common sense and never forgetting to show common courtesy to others.

OK, so the old people visit someplace nearby, and the people they visit have a really shocking bathroom setup or none at all. So when they visit they poop in cups to avoid any problems.

In college I had a buddy whose younger brother played rugby and lived with a bunch of his rugby friends. We went over to his place one day and there were gallon jugs of urine all over the living room. They were too lazy to get up and walk the 15 feet to the bathroom. Made me feel a lot better about the crap hole I lived in back then

I would guess that one or both have an ostomy and found it convenient to empty their bag into whatever convenient container they happened to have.

On the rare occasions I've used a jug for a urinal I've found it messy and just plain difficult.   Maybe my aim is just bad.
