The red handled scissors are Japanese ikebana or flower arranging scissors and they make very precise cuts in the woody stems of flowers that are then impaled on frogs which are bovronze beds of nails placed in the bottom of vases. There's a cheating technique where you imperceptibly scallop the edge of high cards and then substitute them during play so after a short time the high cards are scalloped and when you handle the deck you can find them readily using your fingernail rather than the pads of your fingers. That would also explain the multiple decks of cards. He purchased the decks at the casino and then scalloped them so he could substitute new cards in new differently colored decks as necessary when the decks were changed.

Must be something lost in the Translation to English. I know Nevada law says "Device" which really is an open ended term but we all understand the meaning. I guess in China that Translates as a "Thing".

I was loaned out to the Illinois Gaming Board for 3 years. We were given presentation on cheating by outside consultants occasionally.  They always had casino security camera videos showing the various techniques used by the cheaters.  My favorite was one specific blackjack cheat.  A dealer, who is in on the cheat, opens a new table.  A group immediately sits at all the spots on the table.  One guy has a black bag, from which he pulls out a shoe full of pre-arranged cards and gives it to the dealer and the dealer gives him the legit shoe, which goes into the bag.  Now they weren't subtle in doing this, they did it right across the table. Anybody not in on the scam could see them do this. They begin to play and everybody at the table is winning, once the shoe is out, they all jump and leave.  But, you'll never believe this, even with this brilliant set-up, they got caught.  I always wondered that, if you put this whole crew together, would you have had a triple digit IQ.

There are some tools and cards there. It's possible he was either marking cards or switching cards or something. The casinos take a dim view of that sort of shenanigan.

It's probably a holdover from the British Empire. The Brits are much better than Americans at using Anglo-Saxon words to say what they mean, instead of wandering off into Latin and Greek.
