Yep, We want the natural resources, but we just don't want to actually mine them where I can ever see it.  We'll let the poor countries destroy their environment instead of doing it responsibly here but yet we will still feel better about ourselves and call ourselves "environmentalist".

However, don't think for a second that we won't complain about 'Big Business' and 'National Interest' when they do go overseas to engage in these activities.  It will never be because of 'me'.

Mitigate as much as you can.  The problem is that pushing production to foreign sources means that you have no ability to mitigate anything according to your standards.  Look at how many of these natural resources in that USGS commodity summary above comes from counties like China and Russia where the environmental and labor safeguards are laughable.

I hear ya. I wish more people who pretend to care would understand this. I agree that the attitude of "it's the fault of those evil people over there." is mainly convenient form of shirking any responsibility. Yes it is their fault, but equally our fault, and equally your fault. Yes you. Passing the buck under the guise of faux-caring too much is part of the problem.

You don't have to wait for new law from the evil government to tell you what yo do. You can pro-actively do them on your own. Switch to a vegetarian diet. Use a bike for any trips less than a few miles. Get a bike basket for groceries. Live in small multi-unit urban housing, instead of detached 5 bedroom single family homes in the suburbs. If you consume like you always have, and expect someone else to fix everything, then YOU are the problem. Yes, it's inconvenient and requires a lot of effort, which is why you don't do anything. And that's the same excuse the evil corporations use. Hmmm....

Also, if you feel that an evil corporation is a large part of the problem, then don't use their product or service. If enough people do that, then the problem gets solved whether the corporation cooperates or not. At the heart of it, commercial corporations only do what they do in response to dollars from little people like us. We are the base of the pyramid, and pointing at other people to absolve yourself from all blame makes you the problem.

Projecting that I am arguing that we should do nothing about anything is a made up argument that I in no way, advocate. Especially, since this should be apparent by my argument that we should "Mitigate as much as you can".  In case you did not know, mitigation is a tool used to offset a particular impact by an activity.  That, in of itself, is me advocating of doing something.
