No. Huge bubbles are not the solution to pollution.

Maybe people don't remember this, but there was once a time when some cities in the US had just as bad air quality as Bejing does today. It is entirely the result of the populace letting companies spew crap into the air to keep costs down, and we solved the problem by forcing them to adopt environmentally friendly practices as the cost of doing business. Aside from getting rid of smog, it cuts down on acidic precipitation, improves quality of life and health, and makes people happier.

Here's a slideshow of LA's smog in the late 40's.

Great idea.... oh but wait, STORMS?!?!  Is there seriously NO WEATHER there?  I would certainly think some 60 to 70 MPH winds would just have a jizzfest with that  awesome little dome they would build. (and those winds would just be from a normal 'bad' storm we seem to get about 3-4 times a year anymore - ALREADY had one top 50MPH in this crazy cold)

Not quite the same situation, since technologies like carbon scrubbers, elecrostatic desulfisation, and catalytic converters (not to mention clean energy sources in the first place) didn't exist back then.  So it was either smog, or flat out don't generate electricity.  But yeah, now that we have invented all the technology there is little reason China shouldn't be adopting it.

It's this, or it's painting a hill to disguise the vegetation that won't grow there anymore, it's making abrupt hairpin turns in the highway to dodge the house containing the one guy they couldn't manage to evict, it's trying to solve the smog problem by saying 'yeah, these couple factories will be closed today'.

Considering how many remakes it has, I'd say it is still fairly well recognized. The future timeline sometimes doesn't look so unrealistic given the way the planet is going now.

Epidemiology studies show that exhaust particle concentration is related to cardiovascular and respiratory disease. More particles, more lethal disease. Beijing air is well over the health limit for diesel exhaust and other particles.

This solution to the toxic air quality is insane on two levels. Since the plastic tents could not possibly have room for everyone in Beijing, some Chinese would be considered worthy of safety, while others would not. For those not being allowed into the tents (all the people maintaining the things) it would be a death sentence. Also, all the crap China exhausts into its air doesn't stay within the borders. I doubt China intends to build these tents for the 6 billion other folks.
