Dubai just admits it, London's just as bad, and American cities want to bring the same thing over here New York in particular. Red light camera, speed camera, vehicle inspections, licensing and registration feeds, congestion prices, tolls, etc are just a tax on the poor intended to reduce the amount of poor on the roads. In most cities due to urban sprawl; mass transit isn't a solution.

Better idea:  Ban rich people from having cars.  Make registration, fuel, and insurance free, paid by taxes on the wealthy.  But if you make enough to pay the car tax, you're not actually allowed to own one.  You can either take public transportation, or pay someone a living wage to drive you around.

Something else that has been proposed in The People's Republic of Kalifornia is an additional 45 cent state gas tax.
You know, for the environment.
The party that is supposed to be an advocate for the poor folks sure doesn't act like it.

Hmm? Passing laws to make things too expensive for the poor is a very progressive activity.

Or is the goal of NYCs $10+ for a pack of cigarettes not to make them too costly for the poor?

Make the emissions laws so strict that the standards MUST be equal to or exceed 2014 new car standards...in other words, that 10 year old car must be clean as a 2014 car with 0 miles on the odometer...and it is time to MANDATE all of the pre-1975 cars still out there get all of the modern smog equipment installed. A mandatory engine retrofit to 2014 standards must be done...because the pre-1975 cars still out there are the ones responsible for all of the smog we have out there. That is a fact.

Meh, large damage * small amount == Most of the damage.

Just like Road engineers don't count cars when calculating road wear, because 1 truck does more damage than all the cars.
Or how beach fires were responsible for one third of the smog in LA (so they banned them).

Headso: You gotta do it like states like MA do with car inspections that make it so a beater can't be legally driven on the road so you effectively make it so poor people can't own cars without actually coming out and saying it.


You mean requiring things like working headlights and directionals, and making sure that recent makes aren't throwing off clouds of Smog?

My 15 yo Pontiac just passed MA inspection without a problem. Keeping basic safety functions operational should be a requirement everywhere.
