I think Japan has some similar-spirit policies.  According to the folks I talked to when I was there with the Navy, your car gets more expensive to register with age, and you have to have proof of off-street parking in order to purchase a car in the first place.  That's gotta price out a lot of people.

However, their public transport system is top-notch and timely as a motherf*cker.

Just make it cost what it costs and let each person decide whether the license plate is worth buying. You can set the price to manage congestion, as they do in managed toll lanes in America.

Not a terrible policy, companies still require access to cheap labor so they will be motivated to support improvements in public transit.

Well, they do similar things here, they just aren't so overt about it.  For instance, in NYC, they don't explicitly  say you have to be worth X amount to own a car, but parking/garaging your car is so outrageously expensive that they might as well.

That is an idea that can only happen in another culture.  Not that I agree with it.  But at least they have public transportation.
There could be plenty of ways to do it without directly targeting the poor.  Such as requiring certain makes and models and age of the vehicle.

You gotta do it like states like MA do with car inspections that make it so a beater can't be legally driven on the road so you effectively make it so poor people can't own cars without actually coming out and saying it.

I don't believe this deserves the "asinine" tag . . .  the idea does make some sense.  If the roads are congested because too many people can afford private cars, then increase the cost of car ownership.  At the same time, make public transportation more efficient and affordable (which the article suggests Dubai is doing).

That's a great idea, Georgia!  Poor folk have crappy cars anyway.  While we're at it, If we could increase the price of fuel to 5 dollars a gallon (but cut it for professional transporters so domestic goods (ie. Christal, Cigars, Truffles)  would be cheaper) I'd be happier than a tornado in a trailer park.

I did a quick search out of curiosity.  Looks like the average delay for a train is...  20-40 seconds?  Timely as a motherf*cker indeed.

California does that. Also, there are special pay-to-drive lanes if you dont want to wait in the plebe freeway traffic.

In some cities in china, there isn't a salary wall, but you do have to buy licences for your car (no, not a drivers licence, an ownership licence for the vehicle), and they are given out kinda like NYC taxi medallions, so they can reach five-figures.

Singapore does as well....the taxes and fees are steep.

My Dad went on a business trip to Singapore when I was in high school.  He mentioned that the vast majority of cars he saw were recent model high-end imports...."you don't see any jalopies".

Then he mentioned how he didn't blame them for caning that American dickhead who spray-painted a bunch of cars a few years prior.

If that's the case then they should ban the rich from owing cars since they are apparently the cause of the problem.

yeah, sadly effectively making it so poor people can't own cars or making gas prohibitivly expensive with regressive taxation is a "liberal" thing.

Hasn't this been the case in Singapore for a while now?  IIRC, you have to buy a 10-year vehicle-ownership permit at auction, so if you want a car you'll spend something like $60k before you can even start shopping for one.

Back in college, I had a Korean roommate, and when I teased him about Asians being know for awful driving, he said:

"Hey!  It's just the Asian women!"  (We both laughed.)

However.....

Not too long after that, he was taking us out to dinner, and he rear-ending a guy at a stop light.....just because he wasn't paying attention.
