I don't understand why this is so difficult for China to fix.  They are no strangers to radical population control measures.

Why don't they just start mandating that certain citizens and businesses move to one of their vast empty cities to help take pressure off of Bejing?

Actually I can see them doing that. Or at least moving all the government officals (they ones they like) moving to one of them.

...until that location becomes too polluted to safely sustain human life, at which point they will simply move again, and again, despoiling vast swathes of land and air. Modern-day Mongols.

Harper quit Kyoto because he would have took a huge hit in his Alberta power base. Not because he believed Kyoto was unbalanced or unfair.
China is a f*cked up country, putting short term profit ahead long term health, but Harper is a completely different bag of cats. He's a crafty, scummy self serving politician on par with the head of mafia org. IF he thought Kyoto would have paid dividends by keeping him and the PC party in power, he would have signed on. Since Kyoto will torpedo his ambitions, and probably his personal investment in the keystone project, he and his "gov't" have decided not to sign on. It's about power and money. Never kid yourself this guy is for Canada.
Short run. He didn't do it because Canada or Canadians thought it was a bad idea. He did it because he did it for personal reasons. He's a troll like Putin.
