Arkanaut: Cormee: During George Bush's reign the BBC would find a way to fit in quotes in most headlines that mentioned him. It was quite amusing.

My understanding is that British journalistic outlets will put quotes around pretty much anything, even it's just a single word, if it's part of someone's quote.  It's a bit confusing for me since I tend to interpret them as sarcasm quotes.

Example from front page of BBC News today: Ugandan 'homosexuals' named in Red Pepper paper -- are they not really homosexuals, or what?

Something akin to the greengrocer's comma?
