Ok ,I get the Pooh blockage. But how exactly does a fax machine get into the sewer? I mean, I get WHY someone would flush a fax machine, but the mechanics elude me.

If the sewers are anything like stateside, they're over 100 years old, poorly maintained, designed for about a quarter of the populace using them, and were installed under-engineered in some way due to lack of experience in building such infrastructure.

Of course there are going to be problems. It doesn't help when you dump a fax machine in the sewer.

Actually, in many cases UK sewers are oversized rather than undersized.  Back when they were being built with bricks, they minimum size they could be was the size that somenody could construct them from the inside.

Of course, being too large can be just as bad - a wide pipe lets the water spread out too much, forming a thin trickle that is incapable of carrying solids along with it.  This results in accumulations of large, solid masses of poop that are damned hard to get rid of...
