Google up "Craig Peyer", the CHP asshole that killed her. There's a creepy garden at the bottom of the bridge he pitched her off. Walked my dig there once, it creeped me right the fark out.

It happened when I was learning to drive, and the instructors told us all (especially us girls) to only pull over for a cop or CHP under a light or at a gas station. Where there's witnesses.....

Nice. I would imagine cops would avoid citing anyone on that basis alone as it would really piss off any reasonable judge.

Those cops actually have a chance of being charged, if the feds get involved.
The lawsuit by the organization could end up taking the entire police budget as it should.

The PD settles for hospital bills plus a couple hundred thousand without admission of wrongdoing and with the promise to improve training in how not to get caught beating up a deaf people.
Plaintiffs lawyer buys a new BMW with his cut of the settlement.
Cops stay on the beat, after all - everyone just agreed they were not guilty of any wrongdoing.
