As soon as you pushed the cart away, the vibration would probably knock loose any remaining snow so I think the efficiency would be very close to zero.

From my experience working at Wal-Mart, he probably tried to tell his manager it wouldn't work, but was told to do it, anyway.  Or the guy works in a totally unrelated department was told to go outside and shovel snow, so he's purposely doing a half-assed job just to please a manager.

That hit close to home.  Good.  Perhaps if you take a look at what this enabling of poor people is doing you'll see how dependence upon the government makes you essentially their slave.  When you rely on them for everything, you are theirs.  If that's not economic slavery then nothing is.
