For a State Dinner there's a budget.  They don't simply go out and buy the most expensive wine in America; they buy the best in the price range for the meal.  They also (especially if we're entertaining the French) make the extra effort to prove that our food and wine are just as good as theirs (which is pretty much true at this point; it wasn't 50 years ago).

Contrast that with the UK: when the Queen holds a State DInner, she has cellars originally stocked by George III to draw on.  Her annual budget for Moet & Chandon alone is staggering; she gets to buy it from the Home Office who buy it in bulk from the French (and the Home Office has its own cellars which stock all of HM's goverment!).

/Somewhere, deep under London, there's enough booze to float the Queen Mary.

Costco sells really, really expensive wine. It's well-known for it excellent selection of wine.
You can buy $800 bottles of wine at Costco.

Yeah, they retail for $125. But this is the government we are talking about; those wines were sold through a contractor to a contractor to a no-bid contract for White House supplies and so on. So many people have had their hands in the cash by the time they reached the table that the wine actually cost $100,000 a bottle, making it a very expensive wine.

I agree completely.  And as it turns out, I have a bottle of the very best wine America has ever had to offer, and I'm willing to let it go for, say, one billion dollars.

But did he hold his pinkie out?  Wine snobs.  Not only are they pretentious beyond belief, they're responsible for an entire cultural subset of beer snobs who want to be wine snobs but can't afford wine.  F*ck 'em.  put a case of PBR on ice and turn the game on.
