It is different.  The first happens to children who don't have as much emotional experience.  The second happens to adults with some emotional maturity and experience who work in shiatty work environments from which they are free to leave under entirely their own power.

You know, I've heard many Farkers claim they knocked out a bully after being pushed too far, but what about the kids that lack the ability to fight back? What if they don't have the size, strength, or skills to do so? Just flailing your arms isn't going to be very effective and may invite more bullying. To claim it's that easy is ignorant.

Also, not wanting to fight isn't being "neutered". I'd argue this more but:

"Lazy," goes Ermey's catchphrase, "is our new cripple."

What's the point?

Here's the difference: any group of children is a collection of scum. I remember when wearing Payless-brand shoes was the Mark of Cain; a sin that could invite an entire school year's worth of abuse and ostracism. It could alter a child's entire personality and turn an extrovert into a hermit or a sadist. That's being a child. In the adult corporate world I've never heard a grown man attacked and ostracized for wearing Payless shoes. We're better than that.

Children are incomplete humans. Their standards are different than adults. Adult solutions do not apply. And yes, we get to change how children interact.
