The ones around here are.  I've had multiple occasions when the light I was sitting at went through three or more complete cycles without my lane ever getting a green.  I eventually just say "fark it" and go.  Luckily there haven't been any cops around.

It's because you weren't parked on top of the magnetic sensor.  Look for a rectangle on the road in front of the light, outlined with black tar patching strips.

Sometimes those are really annoying..  drove through an area while moving where the moving truck couldn't set any of those off, no matter where it stopped (presumably too high?  Though even the cab didn't work).  They often don't work on bikes, but I didn't expect them to fail on a truck.

Sometimes you can be right on it and it won't catch you if you happened to stop over the loop at just the wrong moment. Back off it an pull forward if possible and that will usually trigger it.

Sometimes the loop detectors fail too.

They make a large permanent magnet for attaching to the bottom of your smaller vehicle (as in a moped or motorcycle, or even that goofy looking Smart car).  I don't know if it works, but it seems a waste of money to have to buy a friggin magnet to be able to trigger a stoplight...

They are METAL detectors.  A moving truck's cab doesn't have very much metal in it.  Also, if you're referring to the ones to gain an advanced green, those are often for rush-hour only.

As for bikes, here in Toronto, any intersection that requires a metal detection or a pedestrian button press for the light to actually change also has 3 white circular dots painted in a row on top of the metal detector, which has its sensitivity tuned to that of a bike.  And in many US states, bikes and motorbikes are allowed to treat a red light as a stop sign because of this.

A few years ago, IL passed a law that gave bicyclists and motorcyclists the right to proceed through a red light 'after waiting a reasonable amount of time', IIRC. I like the vague wording of it, as a cyclist. This means I can pull up to a red light that never changes unless a car is there, wait a minute or so, and then go. I have yet to be stopped for it, despite doing it in front of a few cops.

This was one of the smarter and logical things IL has done in a long time.
