However, I'm certain that the law enforcement community will use restraint with this because they always have no problems telling the difference between Michael Vasquez (Phoenix H.S., class of '82) and Juan Sebastien Guerrero (Los Zetas, class of Enforcer) when searching for bad guys.

Arizona is trying to raise the derp this year. Maybe they feel their time as own all parts of the state government are coming to an end. I can only hope.

And the part he has a problem with is when that illegal walks out of the courthouse and goes to the men's room? He's fine with the whole not deporting them right then and there?

So basically this is an admission that our current laws don't work.  Rather then fix and/or properly enforce the ones that exist their solution is to create new laws.  Any legislator that votes in favor of this bill should be subject to a self-deport order.  We can't fix stupid but perhaps we can help to remove it.

Not to call you and everyone else out on not reading the whole article, but he does mention this would law would apply to ANYONE in Arizona illegally.

FTFA: Seel said the bill would also apply to anyone, even U.S. citizens, who came across Arizona's border from another state who may either be in violation of their parole or if they failed to register as a sex offender once arriving in the state.

I assume you think that all felons and sex offenders are brown skinned. You sir, as far as i am concerned, are a racist.

It sounds like he's basically trying to bring it into Arizona's jurisdiction when the original case of them being there illegally (whether for illegal immigration, parole violation, etc) wasn't.  So, if you're there illegally for some reason that isn't in their authority to enforce, almost everywhere you go you are committing a crime that is in their authority to enforce.

Doubt it'd hold up, but I can see the reasoning.

Not every law functions as grounds to arrest random people on the street, and it really doesn't have to.
It doesn't make laws about having insurance and car registrations useless, which are also not obvious (unless it's a state with stickers or similar methods).  Cops don't walk around suspecting people of tax evasion either.  Yes, race would be a bad way to arrest people for this (especially since it also applies to probation violators).  However, random stops is not the only method that leads to criminal charges.  There are also some uses of public resources which might make it more evident.  They could use this anytime people apply for state programs (driver's licenses, welfare, schools), rather than simply rejecting those people (or allowing them to use the program anyways, depending on the particular resource and laws - they can legally attend public colleges in Arizona, but are supposed to record their status as such).
If they're talking about people who already have orders to self deport, then those people are already identified.  There's no reason to look for random people, by race or any other method.  It would be far easier to identify those who already have such orders through court records.  Without another crime though, the state has no authority to enforce those orders.  I expect that because it could be used on public schools, it would be very hard to get this to hold up in court, as its already been deemed illegal in the Supreme Court to deny schooling to illegal immigrants.  However, the law appears to be intended as a procedural sort of thing to give them authority to act when such a case is already identified, and not to identify any additional such people.  It wouldn't make sense to use this as a reason to stop people even if they thought they could make that hold up.  They already have the information they would need in so very many situations, but currently have no right to act on that information.
