That's a strange thing to forget in a bar. Don't they have a surveillance camera?  Couldn't they have just watched that to see who brought it in earlier? Did anyone come back for it? Maybe someone was abducted from the bar?

In their defense, it hasn't been that long since putting bombs in pubs was a thing in the UK. Not to mention buses.
