Cincinnati: Home of subway tunnels that have never had a train in them, an underground bus transit center that never gets used, a streetcar project that will probably never be finished, a downtown that has people in it 8 to 5 weekdays, and then is abandoned unless there is a Reds game, and now, a pile of salt no one knew about, so they bought another. It is a laughing stock.

And one of Cincy's only things to be proud of (Besides Spring Grove and Krone) is falling apart and may be beyond the ability of the city to repair since they have put it off for 10 years and just kept making study committees and wondering why it gets more expensive every year.

Fast forward to next year when the roads are icy and dangerous because now everyone is too afraid to order salt and the city gets caught with its pants down...

They probably spent half a million on that investigation to figure out that $300k worth of salt didn't need to be ordered yet, even though it can still be used so they're really not out anything.
