For the second time, Phillip DeClemente has forced authorities to shut lanes on the Arthur Ravenel Jr. Bridge because of his threatening behavior, officials said Saturday.

Late Friday night, DeClemente was taken into custody after police closed the bridge's northbound lanes for more than an hour.

On Feb. 2, 2012, thousands of motorists were stuck in traffic because of a standoff on the bridge between DeClemente and police.

DeClemente, 40, is being held at the Al Cannon Detention Center on charges of making threats and failure to stop for a blue light, according to the Sheriff's Office website.

The sequence of events that led to DeClemente's arrest on Friday began when patrol officers tried to stop a vehicle near Dunbarton and Northbridge drives in West Ashley, but the driver sped away. Police did not chase the vehicle. The motorist then drove to the Ravenel Bridge and stopped near the top of the northbound span where he called emergency dispatchers to tell authorities that he was there, officials said.

As a result, traffic was blocked from entering the bridge leading to Mount Pleasant from just before 11 p.m. until after midnight as police officers worked at the scene.

In the 2012 incident, DeClemente was arrested after he parked his SUV sideways on the bridge, blocking traffic, and contemplated killing himself, police said. On the Lexus' windows, DeClemente painted the words "Stay Away," "Back Off" and "Game Over." Inside the car, he had a smoke grenade and two cans of pepper spray, police said.

Police closed the bridge and eventually talked him into surrendering. DeClemente spent 30 days in the Medical University of South Carolina psychiatric unit.

After being discharged from the hospital, DeClemente told The Post and Courier that he wasn't suicidal, didn't have a bomb and had no plans to harm the bridge. He said he was trying to expose what he described as a smear campaign against him and ongoing harassment by police and private investigators.

Before the Friday night incident with DeClemente, police closed the bridge for six hours starting in mid-morning because of melting ice falling from the superstructure into travel lanes. Some drivers reported smashed windshields. Earlier, the weather had forced closure of the bridge for 43 hours until Thursday afternoon because freezing rain, sleet and snow made the span too slick for safe travel.

Yeah, my official policy on jumpers or any other traffic stoppers is thus:

A human life is worth three score and ten years. (70)

70 years adds up to 613, 606.9 hours.

So if your actions would cause more than 613,606.9 hours' of time to be taken from people in the community, it's equivalent to a murder and should be treated accordingly.

So if you would shut down a bridge for 1M people for 45 minutes, that's 750,000 hours of time stolen or more than a single murder. QED the cops should treat you as a murder suspect in the comission of a murder. If this means pushing or shooting you off the bridge after communications have been established and orders to come down have been ignored, so be it.

A guy did this on the Woodrow Wilson bridge, which connects VA and MD south of DC.  People were stranded for 7+ hours, taking shiats on the side of the road.  Cell phones weren't common then, so people were stranded and couldn't tell their families.  I estimated he wasted 80+ years of human life.  Should have let him jump and open up the lanes.  They ended up dropping him with a bean-bag gun to the leg and putting him an institution.

You might be thinking of the Cooper River bridge. The Ravenel is a newer bridge that unfortunately seems to the attract people like the aforementioned derp-head.

Unfortunately these shenanigans don't just affect Mount Pleasant (the Eagleton to our Pawnee), it causes traffic to severely backup in our downtown area. It doesn't help that this always seem to happen during the commute hour coming home.

Should have left up the old-old Cooper River bridge for people like this.

Last time this jackass pulled this was just before I was heading into work. I don't even drive over that bridge, but his nonsense screwed all of charleston traffic up. My thirty minute commute took an hour and a half. I say push him off the bridge.

To be fair to this guy, Charleston cops aren't exactly familiar with the words "Serve and Protect". So his harassment claim being true is about as plausible as the possibility of some sort of mental disorder induced paranoia.

For comparison, an Oregon HP officer gave me a ride into town when I blew a transmission hose, and another helped my dad change a trailer tire on the side of the highway whereas here in Charleston I was pulled for a burnt out license plate light and threatened with a K-9 after invoking the 4th to refuse a search of my car.
