Dumb article. It made no arguments for the breeds' actual intelligence but rather went into why they are frequently badly behaved.

We have YodaEarsBoy the Chihuahua. He's not the sharpest tool in the shed, but he's not all that stupid. He's just very headstrong, and very protective of his small circle of friends. I wouldn't call the breed the least intelligent. I reserve that for Irish setters, which in my experience have shown to be the airhead champions.

We had a Lhasa Apso.  Easily the stupidest dog I've ever seen.  Had to be careful not throw a ball too close to solid objects, he'd run face first into a wall to get that ball.  I suppose he kind of learned to play fetch, that was something I guess.
