Perhaps we should put him in a prison cell, which is just three walls of concrete, a floor, a ceiling, and some bars on the front. It was only developed to contain a person, and if other people should come in and violently rubber-hose him or give him a thorough butt-ramming Shillinger-style, then that's just just them using their conscience.

To be fair, running a script that exploits weaknesses of PHP or Perl code, is a little different than being able to access an ostensibly secure financial network in order to execute your script.
