Kickers in general have a less physical role on the team than the other players and as a result, tend to be smaller in build and are perceived to be more effeminate.

Also, the first female player in NCAA Division I football was... a kicker.

The kicker-specific pads don't really help them in that regard.  I've seen bigger shoulder pads on an episode of Dynasty.

Well most Dig III schools have small teams and even smaller stadiums, I know when we were invited to tour campuses of some schools our first thought was "This stadium is smaller than our high school stadium"

And its a small school, its not a big deal until it's a large school with less players who were handed things in their life.
