Whose job is it to fine? Seems like it would be a case of not maintaining the premises in accordance with the building permit and/or building code. The city has to schedule a visit from the building inspector, who would then proceed to write a warning for the violation and a notice to correct it within some period of time. The snow would have melted before money changed hands.

I was stationed on a base in northern Japan during the 70's. Used to get massive amounts of snow.  When they put out notice that they were going to clear a parking lot and you didn't move your car the snow plows would wall you in.  dig yourself out or wait for spring.  Everyone moved their cars.

One would think you'd clear the spots closest to the store first and the ones farthest last, meaning all the piles would be in the last few spots in a row, but then again I'm not a plow contractor.

The supermarket near me has a huge pile in the middle of the lot during snowy winters.

Handicap spaces are generally assigned based on building code rules, not need. (Building code copies from ADA regulations and/or state regulations.) In many parking lots they go unused. A plow driver could be thinking, "I can block a real parking space, or I can block an unused parking space." Maybe he was wrong about lack of use, or just unlucky that one occasional user happened to know a reporter.

Trust me, there is no training or competence needed to plow snow. My company hires anyone off the street with a valid license to plow snow after a two minute "this is how the plow control works" introduction. The best is piling snow against automatic gates, causing the gate hydraulics to explode.

They're flipping out about the "wintery mix" pending here, in the Florida Panhandle.  Where very few people have experience driving on icy roads.  I have all the experience I need; ergo, won't be driving anywhere before the clusterfark is over and traffic is sorted out again.

Hampton Roads is a big area for retired military.  Makes sense there would be extra parking spaces for disabled.

I like seeing the 10 foot piles of snow in our parking lot still melting in April. Fortunately, they push it next to the light posts so it doesn't take up any spaces.

I've been told it wouldn't work as I imagine, but I still would like plows with flame throwers on the front to melt the snow and ice. How awesome would it be to see something similar to a WW2 era flame tank clearing the snow from your parking lot?

90-95% of diabetes is type2, which is completely preventable and reversible, and caused by the same set of things which cause people to be overweight.  So yes, it is correlation, not causation, but jylcat didn't say anything about the weight  causing the problem...

CSB:  Virginia Tech would pile massive snow mountains all over the student parking lot when said parking lot was already grossly overcrowded and the shiat wouldn't melt until May.   Parking was nightmare enough without that extra help.  Jimmies were most certainly rustled.

Luckily a month into the semester the problem tended to sort itself out until exam time rolled around.
