Trying to build to 'standards' in a largely illiterate country with no infrastructure is a hopeless deal. Trying to work with formal western style contract laws in one of the most corrupt nations on earth is just the icing on the cake of futility.  Expecting these buildings to be standing a decade from now is sheer delusion.

Ok, wait a minute, think about this.....An American NGO, USAID gives over 17 million dollars to a US Gov. agency, the Army Corps of Engineers in 2008 to build schools in Afghanistan. Then they give a shady Iraq contracter close to 3 million dollars to build only three schools. Wut?

Where did the other 15 million disappear to, I am wondering? Plus, why are we funding shanty style schools half way across the world when I'm pretty sure more updated ones are needed here in America? Just don't let the Army Corps of Engineers give out the contract, as they seem to be kind of incompetent with their choices.

/ Oh, and A/C isn't necessary in a farking desert country? I'm sure the USAID workers over there toil daily without it at all.

We don't need for Afghanistan to be a prosperous, stable nation, and we certainly can't drag them into it.  As long as they stay home, and merrily slaughter each other, and don't become an exporter of terrorism, who cares?

 Yeah, some decent people are there, wrong place to be born in, sucks to be them, but there is nothing we can do about it. Nothing. Anything we buildis a waste of money, time, and lives, and will be destroyed, looted, pillaged, or sold off shortly after it is built. Until they kill all of their leadership (secular and religious) at every level and choose to do things differently and start over, we can't do anything about it. . Good luck to the people of Afghanistan, but sadly they have to repeat hundreds of years of development lost since the nation went to hell when the Soviets came in. If you are there, have a brain, or are female--GTFO, anyway you can.

While there are some decent indig engineers there (I said decent, not good), yeah, the local workforce and the quality they build to leaves a LOT to be desired.  Need cement?  We'll just dump the mix it in one big pile on the dirt, and ladle water onto it until it looks right.  What, it crumbles to dust a week later?  Inshalla.

Mazar-e Sharif isn't desert.  Yeah, it can get hot there, but I worked there throughout the summer, outside, and was better off there than I was in other areas of the country.  The mountains helped.

Ah... well if we are going by the sheer number of "brown people killed" then it's pretty obvious who the clear winner is. However you seem to be forgetting that a certain brown person managed to actually make THE brown person that (allegedly) caused THE incident that started that clusterfart in the first place sleep with THE proverbial fishes. I seem to recall THE white person that promised to bring THE culprits of THE incident to justice shortly thereafter stating that that was no longer THE objective and is now hiding from THE public eye and is no longer able to travel over seas lest HE face a war crimes tribunal.

USAID is not an NGO. It is a branch of the government, and technically (though not in practice) belongs to the State Department. Also, they probably paid USACE to DESIGN the schools, and then the Iraqi company was contracted to build them.
